What is RGE CertiRénov?

RGE stands for Reconnu Garant de l'Environnement (Recognised Environmental Guarantor). It is the official quality mark issued by the French State to identify companies competent in energy renovation. Created in 2011 and made a condition for public grants, the RGE label assures private clients that they are dealing with a qualified professional, audited and accountable on technical, administrative and insurance matters. Without RGE, no MaPrimeRénov grant, no CEE and no eco-PTZ loan can be obtained.

The RGE CertiRénov mark (no. CR-2026-73-0095), awarded by Qualitel Certification, is one of the five RGE qualifications recognised in France. It is specifically aimed at project managers and general contractors capable of running a whole-house energy renovation, that is, a project that coordinates several work packages (insulation, ventilation, heating, windows) and aims for a performance leap measurable by the EPC (DPE). The difference from Qualibat RGE or Qualit'ENR lies in the scope. Qualibat RGE covers specific trades (wall insulation, roof insulation, boiler installation, etc.) package by package. Qualit'ENR focuses on renewable energy (heat pumps, solar thermal, wood). CertiRénov, for its part, is designed for whole-house renovations and for the role of energy works manager, which corresponds exactly to our work as project manager and general contractor. In practice, a single point of contact (us) coordinates all the trades, makes your RGE energy renovation application eligible for all grants, and provides you at the end with a works certificate recognised by the authorities.

Why RGE is mandatory for MaPrimeRénov 2026

Since 2021, the principle of eco-conditionality has required all public energy renovation grants to be reserved for works carried out by an RGE-certified company. In 2026, this rule is stricter than ever. MaPrimeRénov 2026 continues to fund energy renovation works for owner-occupiers, landlords and co-ownerships, but only if the quote is signed by a professional holding the RGE mark for the work package concerned. Entrusting your project to an RGE CertiRénov project manager such as NovAlp opens the door to the whole scheme in a single step.

MaPrimeRénov supported route (parcours accompagné) is the flagship scheme for whole-house renovation. It requires an improvement of at least two EPC (DPE) classes (for example from F to D) and several measures carried out simultaneously. The 2026 ceilings are indexed to household income: up to €63,000 excl. VAT of eligible works for a four-class EPC improvement, with a subsidy rate that can reach 80% for very low-income households, 60% for low-income, 45% for middle-income and 30% for higher-income households. On top of this comes a 10% bonus for moving out of the energy-inefficient category (G or F to D or better). These amounts are detailed on France Rénov and updated every year.

Energy Savings Certificates (CEE), paid by energy suppliers (EDF, TotalEnergies, Engie, etc.), can be combined with MaPrimeRénov with no overall cap. Insulating 100 m2 of unconverted loft generates €1,500 to €4,500 of CEE depending on the scale. 5.5% VAT applies automatically to supply and installation when energy improvement works are carried out by an RGE company in a home more than two years old. Quotes including VAT are therefore considerably lighter than for a project at 20% VAT. The eco-PTZ interest-free loan can finance up to €50,000 of works interest-free over 20 years, subject to RGE and a package of works. Finally, most local authorities (Grand Chambéry, Grand Annecy, Savoie department) top up with local grants that are only available with RGE. Installation of insulating panels (rock wool, graphite polystyrene, wood fibre) and cladding or finishing render. External wall insulation eliminates thermal bridges, protects the structure and does not reduce living space. Ideal for renovating detached houses and co-owned buildings in Aix-les-Bains, Chambéry and Annemasse.

The preferred solution for heritage buildings or where external insulation is prohibited (protected façades, Chambéry old town, central Annecy). Mineral or bio-based wool lining, with vapour barrier and careful treatment of junctions. Combined with mechanical ventilation to preserve air quality.

Roof and loft insulation

Blown cellulose wadding or mineral wool in unconverted lofts, insulation under the rafters in convertible lofts, sarking during heavy roof structure renovation. The roof accounts for up to 30% of heat loss in a poorly insulated home. Enhanced CEE grant on this work package.

Ground floor insulation

Insulation from below (underside of slabs above a crawl space, cellar or garage) using rigid boards or sprayed foam. Immediate gain in underfoot comfort and on the heating bill. Highly recommended in old mountain houses and ground-floor apartments.

Envelope

High-performance windows and doors

Replacement of windows, glazed doors and external doors with triple-glazed or low-emissivity double-glazed units (Uw ≤ 1.3). Careful airtightness, installation in accordance with DTU 36.5. Eligible for MaPrimeRénov and CEE provided installation is carried out by an RGE company.

Air quality

Heat-recovery ventilation (MVHR)

Installation of high-efficiency (≥ 85%) mechanical ventilation with heat recovery, which recovers heat from extracted air to preheat fresh air. Essential after high-performance insulation, it eliminates condensation and markedly improves indoor air quality. Can be combined with the MaPrimeRénov supported route.

Heating

Air-to-water or ground-source heat pump

Replacement of an oil or gas boiler with a high-temperature air-to-water heat pump, compatible with existing radiators, or with a ground-source heat pump where the land allows. CSTB sizing, acoustic study, commissioning and weather-compensation curve adjustment. Real COP measured in Alpine winter.

Heating

Wood and pellet stoves

Installation of log or pellet stoves with the Flamme Verte 7-star label, lined or insulated flue, protected floor, direct air supply. Supplementary or main heating for high-altitude chalets, hamlet houses and large living rooms. Specific MaPrimeRénov grants and dedicated CEE bonuses.

Study

Regulatory energy audit

Energy audit compliant with the decree of 4 May 2022, carried out by a qualified auditor. Mandatory when selling a home rated F or G since 2023 (extended to E from 2028), it is also the gateway to the MaPrimeRénov supported route. Deliverables: projected EPC, prioritised works scenarios, costings and schedule.

The stages of an RGE project with NovAlp

A well-run RGE energy renovation follows a precise order. Here is the process we apply on every project, from first contact to the handover of the signed RGE certificate.

Energy audit and technical visit

We start with a regulatory energy audit or an in-depth technical visit, depending on the project. Envelope surveys, targeted infrared thermography, study of existing systems, calculation of the initial EPC. The deliverable prioritises the works measures with their impact in kWh/m2/year.

Detailed quote and financing scenarios

Based on the audit, we draw up a detailed quote package by package. In parallel, we simulate MaPrimeRénov 2026, CEE, 5.5% VAT, the eco-PTZ loan and local grants to show your out-of-pocket cost clearly. Two or three scenarios are proposed (individual measures, whole-house renovation, high-performance renovation).

Preparing the MaPrimeRénov and CEE application

Once the solution is approved, we submit your application on France Rénov and manage the MaPrimeRénov process. We gather the documents (quotes, EPC, proof of income, certificates), follow up on approvals and secure the CEE grants via an obligated party (a CEE-obligated energy supplier).

Works and coordination of the trades

We manage the selected local trades, keep to the schedule, hold weekly site meetings and carry out quality control at each key stage (vapour barrier, airtightness, commissioning of equipment). A single NovAlp contact remains reachable throughout the works.

Handover, commissioning and measurements

At the end of the works, we organise the handover with an airtightness test if needed, commissioning of equipment, heat pump weather-compensation adjustment, ventilation balancing and handover of manuals. Any snagging items are resolved before the final payment.

RGE certificate and grant payment

We issue the RGE CertiRénov works certificate and the final invoice, the documents required for payment of MaPrimeRénov and CEE. We follow the payments through to the balance and remain available for any subsequent inspection by Anah or Qualitel.

RGE energy renovation: frequently asked questions

What is MaPrimeRénov 2026?
MaPrimeRénov 2026 is the main public grant for financing an energy renovation in France. It is available to owner-occupiers, landlords and co-ownerships, subject to income and performance conditions. The scheme is divided into a single-measure route (insulation only, heating replacement only) and the supported route for whole-house renovations with an improvement of at least two EPC classes. Amounts can reach several tens of thousands of euros depending on income and the scale of the works. The grant is only available if the works are carried out by an RGE company such as NovAlp.
How do I get 5.5% VAT on my works?
5.5% VAT applies automatically to supply and installation when three conditions are met: the works improve the energy performance of the home, the home is more than two years old, and the installing company is RGE-certified when the quote is signed. At NovAlp, our energy renovation quotes are systematically issued at 5.5% VAT for eligible work packages. A simplified Cerfa certificate is signed by the client when the works begin.
Is an energy audit mandatory?
The regulatory energy audit is mandatory when selling a home rated F or G (since April 2023), and will be for E-rated homes in 2028 and D-rated homes in 2034. It is also mandatory to access the MaPrimeRénov supported route. In all other cases, it remains highly recommended: for a few hundred euros, it objectively prioritises the works to be done first and maximises the total amount of grants. We offer the audit as a standalone service or as part of a project management contract.
What timescales apply and which grants can be combined?
MaPrimeRénov, CEE, 5.5% VAT and the eco-PTZ loan can be combined with one another with no overall cap. Local grants (Grand Chambéry, Grand Annecy, Savoie department) can also be combined. Allow around 4 to 8 weeks between submitting the MaPrimeRénov application and notification of the grant. CEE bonuses are paid around 2 months after the end of the works and submission of supporting documents. For a whole-house renovation of a detached house, allow an overall timeline of 6 to 12 months between first contact and completion.
What is the difference between RGE CertiRénov and Qualibat RGE?
Qualibat RGE is a package-by-package qualification (wall insulation, biomass boiler installation, etc.) awarded to general contractors or tradespeople who carry out the works themselves. RGE CertiRénov, awarded by Qualitel Certification, is designed for project managers and general contractors who run a whole-house energy renovation by coordinating several trades. Both qualifications give access to MaPrimeRénov and CEE, but CertiRénov covers the role of conductor, which is exactly what we do at NovAlp. See also our RGE CertiRénov page.
How much does an RGE whole-house renovation cost in Savoie?
A whole-house energy renovation (full insulation + heating + ventilation + windows) generally costs €800 to €1,400 incl. VAT per m2 in Savoie and Haute-Savoie, before grants. For a 120 m2 house, the budget therefore ranges from €95,000 to €170,000. MaPrimeRénov, CEE, 5.5% VAT and eco-PTZ frequently cover 40 to 60% of the total, sometimes more for low-income households. Do you work on co-owned buildings?
Yes. RGE CertiRénov covers whole-building renovations in co-ownerships, whether external façade insulation, flat roof insulation, replacement of a communal boiler or renovation of private units. The MaPrimeRénov Copropriété and collective CEE grants apply. We work with your managing agent and your owners' council, from the regulatory energy audit through to recommissioning. Can works start before the grant is received?
No. The strict rule is as follows: no works may start before notification that the MaPrimeRénov application has been approved, or the grant will be lost. The quote must be signed after the France Rénov account is created, but works can only begin after notification. For CEE, signing the application with the obligated party must also precede the start of works. Our role is precisely to align the administrative timetable with the works schedule to avoid losing any grant.
